21st President of the United States CHESTER A. ARTHUR July 1861 letter signed as Engineer-in-Chief and Brigadier General of the New York Militia, seeking to raise an additional 25,000 New York State Troops for service in the Civil War. Two page letter on State of New York Quartermaster General's Department, boldly signed by Arthur at its conclusion.

Just 3 months after the fall of Fort Sumter, the newly-promoted Arthur rushes to reinforce the fledgling Union Army with a fresh infusion of battle-ready soldiers. On April 15, 1861 Lincoln had called on the states to field 75,000 troops within 90 days. Arthur patriotically responds with a request to raise nearly 1/3 of the quota in New York alone.
