James Monroe Sends Instructions To Publish Laws Including the Declaration of War against Great Britain 

 

5th President of the United States, JAMES MONROE, hand-signed circular letter sent 6 months after the outbreak of the War of 1812. In his role as Secretary of State, Monroe signs this circular letter instructing the editor of the Public Advertiser to publish and "promulgate the laws of the present session of Congress". Among the laws passed by the 1812 session of Congress was the declaration of war against Great Britain. Signed by Monroe on handsome Department of State letterhead dated "Decr 6 1812".
