21st President of the United States CHESTER A. ARTHUR handwritten check signed and dated on The Nassau Bank checkstock. Arthur writes a check on March 25, 1874 for $1000, payable to A.B. Cornell. Cornell's handwritten endorsement and signature are on the verso. Alonzo B. Cornell would subsequently go on to become the 27th Governor of New York just 4 years later.
In March of 1874, Arthur was working as the Collector of Customs at the Port of New York. Arthur was a federal officer appointed by President Ulysses S. Grant, in charge of collecting import duties on foreign goods that entered the United States at the Port of New York. However, also in 1874 – the year the check was written – Customs House employees were found to have improperly assessed fines against an importing company as a way to increase their own incomes, and Congress reacted – putting the staff, including Arthur, on regular salaries. As a result, his income dropped to $12,000 a year—more than his nominal boss, the Secretary of the Treasury, but far less than what he had previously received.
