19th President of the United States, RUTHERFORD B. HAYES partly printed authentic autograph document signed as President dated August 14, 1877 authorizing the Secretary of State to affix the Seal of the United States to a pardon of Cornelius J. Kelley. Neatly signed at conclusion by Hayes.
Under Article II, Section 2 of the U.S. Constitution, the President has the power to grant clemency for any federal crime. It is unknown what Kelley's particular offense might have been.
Hayes served in Congress from 1865 to 1867 and was elected governor of Ohio, serving two consecutive terms from 1868 to 1872 and half of a third two-year term from 1876 to 1877 before his swearing-in as president in 1877. Post-Presidency, Hayes declined to run again, preferring to preserve party unity and retire to private life at the family's Spiegel Grove estate.
