Wilson writes to thank Kahn for consulting him about the matter of military promotions, and notes that the position taken by (former) "...President Arthur has a great deal to be said in its support", however, "It is questionable whether the Congress should assume the appointing power..." versus Presidential appointments as the military's Commander in Chief.
Wilson served President of the United States from 1913-1921. After a policy of neutrality at the outbreak of World War I, Wilson led America and the American military into war in order to "make the world safe for democracy."
