The Lincoln signature here was removed from an "Affix the Seal" document. Typically, these documents would authorize the Secretary of State to affix the Great Seal of the United States to official acts such as pardons, proclamations, or high-level diplomatic correspondence.
It's near certain that this signature was signed some time during the writing of the legendary Gettysburg Address as Lincoln actually spent many weeks carefully drafting the speech he would give on November 19, 1863.
