Chester Arthur Personally Signs A Warrant for the Arrest of a "Fugitive from the Justice of the United States" As President
21st President of the United States CHESTER A. ARTHUR signed official Presidential document dated November 1st, 1881. The document instructs Arthur's Secretary of State to affix the seal of the United States to a warrant for the arrest of a fugitive. This document is one of the earliest we've seen from Arthur's administration, signed by him just over a month after James Garfield died and he assumed the Presidency.

This type of document, commonly referred to as an “Affix the Seal” order, represents one of the few official acts a president personally authorizes in writing, typically connected to extradition or matters of federal authority. Arthur directs the Secretary of State to affix the Great Seal of the United States to a warrant authorizing the arrest of John M. Cummins, identified as a fugitive from justice. The document reads, in full:
“I hereby authorize and direct the Secretary of State to cause the Seal of the United States to be affixed to a warrant authorizing J. O. Nicholson, to take into custody John M Cummins, a fugitive from the justice of the United States, dated this day, and signed by me; and for so during this shall be his warrant [signed] Chester A Arthur Washington. 1st Novr. 1881"
Document measures approx. 7.75" x 9.75" in an encapsulate measuring 10" x 13". Document itself is in mint condition. Mailing folds typical for this type of document, excellent slightly browned signature of Arthur which is impressively scripted and large across the bottom portion. The body and text of the note is filled out in a secretarial hand, Arthur's signature is hand-signed by himself.
