King of the United Kingdom of Great Britain and Ireland, KING WILLIAM IV authentic handwritten autograph address panel signed as "Clarence" to a Miss Wilson in Thelveton village and dated November 17, 1821 from his estate at Bushy House. William was created Duke of Clarence and St. Andrews prior to his reign as monarch from 1830 - 1837. 


It's possible that William was addressing the envelope to Harriette Wilson, the beguiling English courtesan and writer, as well as an acquaintance of his brother, George IV, who was said to be desperate to keep Wilson's revealing quill away from the affairs of his mistress, Lady Conyngham.


Succeeding his older brother, George IV, William was the third son of George III, the last king to rule the American colonies. The rather giddy and excitable "bad boy" prince who became King, foolish young William was nicknamed, 'Silly Billy'.  After ascending the throne in 1830, he is supposed to have proclaimed, "Who's the Silly Billy now?".
